Hall was born in Baltimore, Maryland, in 1906. She was a bright and adventurous child, and she loved to read and learn about the world. After graduating from college, Hall worked as a journalist in Paris. In 1940, when the war broke out, Hall joined the French Resistance. She was quickly recruited by the SOE, and she was sent to France to work as a spy.

After the war, Hall returned to the United States. She was awarded the Distinguished Service Cross for her bravery and service. Hall continued to work for the CIA until her retirement in 1966.
